The Windhoek municipality has dismissed recent calls by the Electricity Control Board (ECB) to cease blocking prepaid electricity meters as a method for recovering arrears unrelated to electricity charges.
The City argues that the ECB’s directive, issued last month, conflicts with its constitutional and statutory responsibilities.
It further claims that the ECB directive, which was circulated widely across various media platforms, was not formally communicated to the Municipal Council, raising concerns about procedural fairness and adherence to constitutional rights.
Windhoek Mayor Omagano Kamati highlighted that Section 31 of the Electricity Act 4 of 2007 allows a licensee to reduce or discontinue electricity supply to a customer who has failed to pay any fees, charges, or monies due.
