The Katutura Residents Committee has criticised the Electricity Control Board (ECB) for allegedly failing to uphold its regulatory mandate in a dispute with the City of Windhoek over power disconnections.
The committee argues that the ECB is neglecting its duty to enforce compliance, as the City restricts access to prepaid electricity for residents with unpaid non-electricity bills, a practice that has financially strained residents and small businesses.
The criticism follows the ECB’s recent announcement that it will not investigate complaints about the City’s blocking of prepaid metres over unpaid municipal bills while a court challenge against its position on the matter is pending.
