The Katima Mulilo Town Council is facing significant challenges in land and housing delivery as it struggles to manage a long-standing backlog of residential applications. With Katima Mulilo being the only urban area in the Zambezi Region, the council currently has a waiting list of 1,500 applicants for residential plots, dating back to 2008.

Riana Kadimba, the Acting Town Planning Manager, reported that Katima Mulilo has a total of 9,101 residential plots allocated for housing.

Of these, only 3,400 plots have been developed with established houses. In the Tjoto Township, which consists of nine extensions, there are 2,312 residential plots, but only 364 have been developed.
