Matti Amukwa, Chairperson of the Confederation of Namibia Fishing Associations, says government quota auctions are reaching prices that do not show the real economic value of the quotas.
He says the prices ignore the National Development Plan goals of creating jobs and adding value.
Speaking at the annual fishing industry address on Friday, Amukwa said the government’s quota auction approach is creating instability and uncertainty in the sector.
He cautioned that the auction system is moving Namibia away from its rights-based fisheries management system towards an unpredictable, vessel-based system similar to the pre-independence era.
